Elizabeth J. McQuade, RPL, is the Founder and Lead Instructor of Morgrace Critical Response, bringing more than 26 years of frontline experience in public safety communications to every course she delivers. A career 911 professional, Elizabeth currently serves as a 911 Communication Center Supervisor, Training Coordinator, and Agency TAC at Athens County Central Communications, where she oversees operations, staff development, quality assurance, and compliance while designing and implementing comprehensive training programs for emergency communications professionals.
Elizabeth is an APCO Registered Public Leader and Agency Instructor with extensive expertise in emergency communications, leadership development, and adult education. Her training philosophy is grounded in real‑world experience, professional standards, and human-centered response—equipping telecommunicators and first responders with practical skills they can immediately apply under pressure. She has developed and delivered training at both the local and national levels and contributes to professional education through APCO and NENA initiatives.
Through Morgrace Critical Response, Elizabeth specializes in training that addresses complex, high‑risk, and emotionally charged incidents. She is the creator and instructor of a specialized Alzheimer’s and Dementia training program for First Responders, developed in collaboration with the Central Ohio Alzheimer’s Association, where she also serves as a public educator and speaker. This program focuses on behavior recognition, communication strategies, liability considerations, and scenario‑based response for public safety telecommunications, EMS, fire, and law enforcement professionals.
Elizabeth is deeply committed to advancing the profession beyond the classroom. She serves as Secretary of the Ohio NENA Chapter, with advancement to Vice President in November 2025, and is Chair of the Social Engagement Committee. She also serves on multiple Ohio APCO committees and national APCO and NENA working groups, contributing to the development and revision of standards that shape the future of public safety telecommunications.

John F. Eggleston III
Operations Manager
Class Instructor
John F. Eggleston III is the Operations Manager for Morgrace Critical Response, where he also assists in instructing courses designed to educate and empower 9-1-1 professionals and first responders. Along with a Bachelors Degree in Education, John brings more than 13 years of law enforcement experience and nearly 10 years in public safety communications to his work in the emergency services profession. His career reflects a deep commitment to protecting communities, strengthening public safety systems, and supporting the professionals who serve on the front lines. With a well-rounded background spanning patrol operations, communications, training, and technology, John offers a comprehensive understanding of the public safety field from multiple perspectives.
John currently serves as a police officer with the Lake Township Police Department, where he holds the positions of Road Patrol Officer, Field Training Officer, and IT Support Liaison. In these roles, he not only responds to calls for service and mentors new officers, but also bridges the gap between public safety operations, emergency communications, and technology infrastructure. His extensive public safety training knowledge is supported by certifications including Wood County National Alliance on Mental Illness Crisis Intervention Trained Officer, First Line Supervision, Advanced Technical Crash Investigator, and Advanced Roadside Impairment Detection Enforcement.
John is an active member of the Association of Public Safety Communications Officials (APCO), the National Emergency Number Association (NENA), and is a member of the Ohio APCO Chapter and Ohio NENA Chapter, where he plays a key role in statewide public safety initiatives. John serves as the website administrator for the Ohio Chapter of the National Emergency Number Association (NENA) and contributes as a committee member for both the Ohio APCO/NENA Joint Conference Committee and the Ohio Gold Star Awards Committee.
Through leadership, training, and service, John remains dedicated to advancing public safety standards, supporting first responders, and strengthening the communications systems that communities rely on every day.
